There is a growing recognition that cultural and natural heritage and its conservation is a shared responsibility of all levels of government, proponents, and members of a community. We are now gradually moving away from simply making an inventory of heritage resources, to an integrated and interlinked approach to heritage management. Heritage is more than a record of the past – it is becoming an integral part of the urban identity now, and for the future. Conserving this precious and ancient heritage has been a challenge to both governments as well as the civil society at large. This is particularly true for city governments that are in “direct contact” with the manifestations of heritage at the local level.
It is important, therefore, to place the issues of heritage conservation within the overall process of urban development, as well as interlink it with other issues such as tourism development, revitalization of the local economy and local governance. In responding

على الرغم من الانسحابات الإسرائيلية الجزئية من مناطق فلسطينية بموجب اتفاقيات أوسلو في العام 1994 إلا أن الطرف الإسرائيلي استمر في مصادرة الأراضي من أجل بناء وتوسعة المستعمرات الإسرائيلية وشق الطرق الالتفافية، مما أعاق وضع وتنفيذ سياسات التخطيط على المستويين الوطني والإقليمي وكذلك فرض قيوداً على التخطيط العمراني على المستوى المحلي وحد من إمكانيات التوسع المستقبلي للتجمعات السكانية. ومنذ بدء انتفاضة الأقصى في العام 2000 وما تبعها من إعادة احتلال لمعظم المدن والقرى الفلسطينية وإجراءات تدمير المساكن والبنى التحتية وبناء للجدار الفاصل على حدود الضفة الغربية

يعتبر تحليل وتقييم النواحي البصرية والجمالية في المدن من أهم الجوانب التي يهدف التخطيط والتصميم الحضري والعمراني إلى دراستها والقاء الضوء عليها وتناولها ضمن المخططات الهيكلية والعمرانية للمدينة, حيث أن معالجة الجوانب البصرية والجمالية في المدينة تعمل على تحقيق بيئة نظيفة وخالية من التلوث من خلال توفير المساحات والمناطق الخضراء, مردود اقتصادي أفضل ناتج عن الجذب السكاني والسياحي للمناطق والعناصر الجمالية, وكذلك الراحة النفسية للسكان.

Urban development and planning practice and experience in Palestine which stemmed back to mid 19th Century had passed through various changes and developments in terms of characteristics, policies, principles, and management. In addition, the urban planning system in Palestine seems to be unique in its composition and context. This uniqueness is related to the fact that planning practice was controlled and experienced by external forces (or foreigners) and not by native bodies (the Palestinians themselves). This, of course, is due to the long period of mandate and occupation for the Palestinian land by several nations.
